You may think that is a bad idea; the state of Texas agrees with you. Provisional license holders can only have one passenger in their vehicle that is under 21, unless those underage passengers are also family members.

At 16, Texas drivers can apply for a provisional license. Driving with more than one passenger who is under 21, excluding family members. Driving between midnight and 5:00 a.m. unless traveling to or from a school-related function or work.

You can begin the classroom phase of a driver education course at 14 years of age, but you cannot apply for a learner license until you are at least 15 years of age.

The state of Texas requires that all drivers are responsible for any accidents that they may cause. If you are a household that owns a car and your teen has a license, they need to be included on the driver's insurance policy, regardless of whether they have their own car or just driving your car.
